Ethernet Throughput Utility Product Key is a simple utility that
examines the Ethernet overhead of a packet in order to
calculate the maximum throughput of that packet. It
is designed to help you determine whether a packet
should be re-transmitted.
This utility requires both the source and destination
nodes to have pre-shared secrets (commonly known
as a keys) in order to authenticate the packet that is
received.
A cryptographic handshake is required from either
node if it is on a public network (or a public IPv6
connection) to obtain the pre-shared secrets.
Usage

Run “ethernetthroughpututil.exe” on either the
source or destination node.
Note: if the destination node is on a public network
or IPv6 connection, it will be necessary to have
the pre-shared keys for that node in order to
authenticate the packets.
The source node will typically see a graph similar to

What it actually means

With the source and destination nodes set up with
their pre-shared secrets, a network program can
send a packet from the source node to the destination
node.
The destination node can successfully receive the

The source node can successfully receive the same
packet with the same pre-shared secrets.
The source node sends another packet with the
pre-shared secrets in the packet.
The destination node receives the packet and
successfully receives the packet that was sent
previously.
The destination node sends a packet with a pre-shared
secret.
The source node successfully receives the packet
that was sent previously.
The source node sends another packet with the

I did not get any recommendations or answers for this from the three guys who started this question so I thought I’d add an answer.
I’m using a combination of Netdata and KeyMacro to monitor throughput of some network devices. Netdata is better suited for storing data and KeyMacro is for analysing it.
